Setting up departments and their owners

How a company adds departments with an owner and purpose, assigns responsibilities to members, ends them, and retires or restores a department.

Updated

Departments give company work an owner. A department has a purpose, an owner, and members with named responsibilities. Programme questions and people can then be assigned by department.
